The opening should go to the person who deserves it. If I was the commissioner the guys who have proved themselves in the NBL, or otherwise have already added value to the league, would be at the top of my list.
I think they're more talking opening as in one of the Nippon openings over an MLB opening for a new guy.

I've been trying to locate (and successfully install) logos, but I haven't had luck so far. Any suggestions?
I think when you update the league file the logo's will show up. If not, you can use the in-game tool ((Game Menu >> OOTP section >> Add-Ons Central) )
