I am having trouble drafting talent and then developing them once they are in the minors. What are some of the keys to managing young player successfully in this game?

I wouldn't be any help here. My last 3 first round picks are currently 1* potential guys.

Developmental budget investment and solid playing time... At least that's what I've been assuming. I'm a noob to OOTP so not too sure.

It's been my experience that guys develop better with better stats. Make sure they get plenty of playing time and your minor league managers have them playing the position you want them to. Don't rush them if they aren't putting up the stats.

My latest philosophy is patience. I try not to force them trough the minor leagues.
