    TSO Premier League Draft Rules
    1. Management will appoint one point of contact for control of the draft. This person will be henceforth called the "Draft Leader" for purposes of this document.
    2. The draft will occur in the posted order.
    3. There will be no trading of draft position. Any trading of drafted members will happen after the draft in a trading period.
    4. Each draft pick will occur in a 24 hour time limit from the previous selection. The expectation is that this will occur at a much faster rate, 24 hours should be uncommon.
      • If a league fails to pick after the 24 hour limit, the "Draft Leader" will make a selection for the league.
    5. There are three draft pools per system
      • Members not in a premier league. This group will be referenced as "5A" for the purpose of this document.
      • Foundation members seeking a second premier league. This group will be referenced as "5B" for the purpose of this document.
      • Members who have declined when initially selected. This group will be referenced as "5C" for the purpose of this document.
    6. In reference to Rule #5, all members of group 5A must be off the draft board before group 5B is eligible. All members of groups 5A and 5B must be off the draft board before group 5C is eligible.
    7. During a leagues selection window (24 hours), if the commissioner of the league feels no candiate in group 5A is desirable, he may contact the "Draft Leader" for a draft exception.
      • A draft exception will allow the league commissioner to bypass the 5A group and select from the 5B group. This exception will be evaluated on a pick by pick basis by the "Draft Leader" and it's allowance is at the sole discretion of the "Draft Leader".
    8. Each league will have a maximum of two members from group 5B, without approval from the "Draft Leader".
    9. Members may decline to be selected. In that event, the league picking retains it's pick and is able to make an alternate selection. The declining member is placed back in the draft pool in group 5C.
    Trading Period

    Post draft, there will be a one week "trading period". This period is to be used to help correct any issues that occured with the draft in regards to league mismatch. League mismatch means a member has a time confict with the majority of the league, or prior relationships make it desirable for a member to move dynasties.

    Trading Period Rules
    1. Only members who were drafted in the preceding draft may be traded.
    2. Proposed member trades must be even number. You may trade 1 for 1, 2 for 2, etc.
    3. Proposed trades will be sent via PM to the "Draft Leader".
    4. The "Draft Leader" will rule on the trade prior to the end of the "trading period". The decision is at the sole discretion of the "Draft Leader".
    Premier League Roster Management

    Starting at NCAA '12 launch, premier league roster changes must be approved by management.
    1. If you want to drop a premier member, it must be reviewed so attempts at conflict resolution may be made.
    2. If you want to add a premier member, they must be a member in good standing. Members who drop premier leagues in the future will not be considered in good standing without management approval. Sometimes life throws you a curve ball, and we aren't going to punish people for things out of their control.
    3. Foundation Members must be approved to join a second Premier League. The approval will look at activity level to ensure it will not negatively impact either league.
